1. The Opportunity

Belize is a global pioneer in innovative climate finance. In November 2021, Belize executed the world's largest Blue Bond debt swap at the time — a USD $364 million restructuring of its sovereign debt, facilitated by The Nature Conservancy and the US Development Finance Corporation, to fund marine conservation and climate adaptation. This landmark transaction protected 30% of Belize's ocean, generated USD $180 million for marine conservation over 20 years, and reduced Belize's debt-to-GDP ratio by approximately 12 percentage points.

This innovation demonstrates that Belize's Ministry of Finance is already thinking creatively about the intersection of debt management, climate finance, and biodiversity conservation. The GCBT Portal is the logical next step: a digital platform that systematically tracks how the Blue Bond proceeds — and all other climate-relevant climate finance expenditures — are tagged, reported, and aligned with Belize's NDC commitments and GCF eligibility criteria.

Belize's NDC 3.0 commits to 30% GHG reduction by 2030 and 100% renewable electricity by 2033, with a total financing gap of USD $935 million. The GCBT Portal can help Belize close this gap by generating the MRV reports and GCF-standard documentation needed to access concessional financing from the GCF, IDB, CDB, and other multilateral sources.

Key Opportunity: Belize's Blue Bond is already generating USD $9M per year for marine conservation — but the Ministry of Finance needs a systematic way to tag, track, and report these expenditures to GCF and UNFCCC standards. The GCBT Portal provides exactly this capability, turning Belize's Blue Bond innovation into a replicable model for the entire CARICOM region.

5. Proposed Engagement Plan

We propose a four-phase engagement to move from initial exploration to full institutional adoption of the GCBT Portal within Belize's budget cycle.

Phase 1
Exploration
Ministry of Finance designates a focal point; GCBT team provides a 60-minute platform demonstration and access to the Belize Country Intelligence dashboard with Blue Bond data integration.
Phase 2
Pilot Tagging
The focal point tags the 12 FY2025 budget lines using the GCBT Wizard, with special attention to Blue Bond marine conservation expenditures and reef protection programmes.
Phase 3
Blue Bond MRV Integration
GCBT generates the first Blue Bond progress report in GCF-standard format; Ministry reviews and approves for submission to The Nature Conservancy and GCF.
Phase 4
Full Adoption
GCBT Portal is integrated into the FY2026 budget preparation cycle; subscription agreement formalised; Blue Bond and NDC reporting automated.

6. Investment and Commitment

Investment and Commitment

The GCBT Portal was developed with the objective of providing member states with an opportunity to share the cost across states. However, until an arrangement can be put in place to fund the platform from regional and international sources, individual States will be able to subscribe to the platform at monthly rates which will be negotiated between the user and the platform owner. The platform can also be customized for the exclusive use of any State.
